Is there a way to perform an offline installation of e(fx)clipe 3.7 ? Maybe instructions to build our own? We currently use an .zip or local site (folder) to install additional plugins.

well we publish the whole release as a zip - http://download.eclipse.org/efxclipse/updates-released/3.7.0/site_assembly.zip
