I attempted multiply times for installation, in the beginning, it failed due to internet disturbance, however, in the latter attempt it directed reported error. I tried to restart the computer and the error still occurred.

Can someone help me with this problem, thank you so much.

I looks like you're installing a very old version (Neon) probably using the Neon-specific installer and it doesn't look to be tolerant of pack200 not being present, which is the case for Java 14 apparently.

You could try a newer version of the installer:

https://wiki.eclipse.org/Eclipse_Installer

These are unrestricted, i.e., it can be used to install Neon on the second page.
