How to install the Eclipse Marketplace Client in 2020-03 [message #1828043]

I updated from Luna to Oxygen to 2020-03 and after 3 hours of reading I still cant find a way to install Eclipse Marketplace Client. It does not appear in the Help menu as the docs say.

Go to Help -> Install New Software

Pick the release from the Work with: dropdown list and wait till the window below is populated.

Open General Purpose Tools from the list, and pick Marketplace Client there.

I could say that the Marketplace Client is in the Marketplace, but it felt too much a circular definition.
