I installed Eclipse 2019-12 using the Eclipse IDE for Javascript and Web Developers. I attempted to activate spell checking via Windows->Preferences->General->Text Editors ->Spelling and received a message:

The spelling service is not installed


I found a post on the Internet that suggested that spelling was in the Java Tools but when I tried to install them, I could not find them through Help->Install New Software and thus I am unable to use Spell Checking when I edit documentation. Why is it not available and how can I fix the problem?

A package bug would be filed using the link on https://www.eclipse.org/downloads/packages/release/2019-12/r/eclipse-ide-web-and-javascript-developers-includes-incubating-components , but have you searched for "Java" by itself in the Install New Software dialog?
