This Eclispe version cannot install test ng from the Market Place.
There is an alternative where you can install it from beust.com but that also is not up. Nor is testng.org. Someone did find another way to install:

But I was wondering, why don't they just package testng in the Eclipse Installation? Shouldn't it be failry easy?

The charm of modular software is, that users can choose the components they want, rather than pushing gigabytes at each and every user (perhaps with bloated UI as the result).

If servers where this component can be found are not up, this indicates a problem of upstream maintenance. Adding a dependency with unstable availability to Eclipse doesn't sound like a smooth ride, so better to stay independent.
