Installing WindowBuilder Editor - error in eclipse help [message #1817847]

I'm trying to download the WindowBuilder Editor. When going to the eclipse help page as directed and clicking on Installing new software -> "Help->Install New Software...", I keep getting the error "You must run help locally to perform "active help" actions". How do I run help locally? The only instructions I could find for this were to use this link... which wasn't very helpful.
