How can i stop xdebug from starting automatically?

Whenever I open my workspace, eclipse 4.11.0 already reserves xdebug port and in case of breaks it starts nagging me which path I want to debug, as I have multiple projects on this workspace,
and I didn't even ask it to debug at all.

I can't find any configuration to change that behaviour.
Usually, in normal IDEs, i'm required to start debugging, but now it's other way around and it wont stop, no matter how many times i tell it to stop.

Uninstalling xdebug is not an option as sometimes i want to use it, but i also want other tools to be able use that port while keeping eclipse open.
