We had previously been on version 3.3 of eclipse, when we had an item
selected in our editor and maximized the property page it would still
display the properties of the selected item.

We have move to Eclipse 3.5,now when we maximize the property page the
selected item's property page is replaced with the property page of the
editor selected in the project explorer.

Is this the new default behavior or is it a bug in 3.5?

Which version of 3.5 are you looking at? You might be seeing
https://bugs.eclipse.org/bugs/show_bug.cgi?id=267425

There was work done in 3.5 on the properties view to support
multi-instance property views.

If you problem isn't related to bug 267425, please open a new bug at
https://bugs.eclipse.org/bugs/enter_bug.cgi?product=Platform &component=UI
