When I downloaded eclipse from the official website, I got the exe file but when I clicked it, it directed me to a web page with an error message said: "Bad Request, Your browser sent a request that this server could not understand."

If it's opening a browser, it will be because you need to have Java installed. I would expect to to open a URL like this one:

https://download.eclipse.org/oomph/jre/?vm=1_1_8_0_64_0&pn=Eclipse%20Installer

Please see the other thread about this topic, posted on the same day. I found that it didn't matter even if I had the newest version of Java installed, I still got the same kind of error.
