Mosquito does not start when any ip interface is down [message #1801377]

Mosquitto does not start if any of ip interfaces in configuration file is down.
I have a basic configuration with two interface, a local interface, and a vpn interface wich is not necessary up

If I comment listener VPN interface mosquitto always start
If I uncomment listener VPN interface mosquitto always start if VPN is up, and crashes if VPN is down.

Is there a way to tell mosquitto to start on active interfaces, and connect to others interfaces when they become available?

# local (to be sure interface is up)
bind_address 127.0.0.1
# vpn interface,( not necessary up)
listener 1883 10.8.0.10
protocol mqtt
