BIRT bar chart y-axis labels overlapping the bar [message #1798489]

Using BIRT through Eclipse Indigo, the bar chart y-axis labels on my chart are overlapping the bar. Is there a way I can tell BIRT not to use the full height of the chart, so that there is room for the labels at the highest values? I am not doing anything in script that is making this happen - this chart has no scripting at all. Please see attached image of issue.
