I've not gotten a response from filing the following bug:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=539316

The download.eclipse.org server does "transparent mirroring" which involves redirecting server requests to some arbitrary but presumably fast mirror server I suppose that process could lead to circular redirection if the mirror redirects to the main download.eclipse.org server. I'm not sure how that would happen but without a response from Eclipse's webmaster, I'm not sure what to say except to hope that retrying a little later will avoid the problem.
