I've recently installed the Eclipse Photon(eclipse-jee 4.8-2), and there is no servers option in window>preferences, and I also could not find any reference to servers anywhere.
There's also no Web folder on the New Project wizard.

Which downloadable file name or installable feature name and version is "eclipse-jee 4.8-2" representing?

It's the file avaliable in the community repository of Arch Linux:
https://www.archlinux.org/packages/community/x86_64/eclipse-jee/

You'll have to check with the community packager. How it combines with the eclipse-common community package is in their hands.
