Hi Harald,
yes that's right; Please bear in mind that the github's release concept (essentially a tag on the source code) is different from the release concept of the Eclipse Foundation , which is a lengthy process involving documenting the release, getting approval for the IP log, approval review that has to be requested a month before etc.
Also an Eclipse release is preceded by a validation of the release candidate with a number of large Titan applications in-house.
(of course that is on the top of continuously running integration cycle).
Subsequently, we have two Eclipse releases a year , one in June-July , and one in November-December.
Such a release entails stepping the first or second version digit ( say 5.3 to 5.4 or 5.3 to 6.1).
However sometimes we feel justified to tag the source code in github and step the third version digit; this is the case of when a number of fixes have been added to the code
that are important but to a restricted number of our users. This will permit them to build their own binary including the fixes without being forced to use the latest, possibly unstable source. This is not followed by a full Eclipse release.
This is the case of 6.3.1 for instance; the change log is not distributed in any public document either but in case of need it can be reconstructed from bugzilla and github commit log. I have attached it nonetheless for 6.3.1. If you check in github you'll see that 6.3.1 is marked pre-release, to distinguish it (although that is not entirely correct).
As for 6.4.0 we are in the process of releasing it., ETA is early-mid July, but of course nothing stops you from building a binary and trying it.
See (tentative) change log also attached.
Source code tar-balls with the appropriate tags can be downloaded from github only; also binaries for earlier versions are deleted from the downloads page after a new release but can be reconstructed from the tagged source.
