In creating an Internal Block diagram, it would be helpful to have the Usage relationship available on the IBD diagram palette. I have little Eclipse development experience, so have no idea what I would need to do. It's somewhat inconvenient to have to create it in the model explorer and then drag it onto the diagram. Any help or pointers to the appropriate documentation would be most appreciated.

Hi Brian,

Would you have more information about what elements you are trying to link (use) in this way?

If the can both be dropped on the diagram, you could use the "handles" that appear when you over over an element to draw a usage to another element - as long as that relationship is allowed by SysML (there are some restrictions).

Adding a dependency to the palette is not simple if it is not already supplied by the current viewpoint. The solutions than become more programmatic in that you have to either change the viewpoint definition or create one of your own to define the elements you want to see. You will find such information in the Papyrus Guide.
