Eclipse RAP (3.4.0) supports multiple languages.
It works well in the development environment (Eclipse).
However, deploying to Tomcat 8.x will not work.
We have set the -registryMultiLanguage option in the Tomcat environment to web.xml.
Where should I check more?

This is an error in the latest version of Eclipse RAP (rap-3.4.0-R-20171204-1637). It works normally in old version.

i solved this problem.

Beginning with '-nl ko' does not work.
but '-nl en' is normally ok. I do not know if this is a bug.
