I am running on Eclipse Oxygen and I want to debug a problem I am encountering in the Mylyn Github connector. The only articles I can find on how to debug a problem in Eclipse date from 2008 and deal with the CVS environment, not with GIT or GERRIT. Is there a modern article that covers how to identify the source that contains the problem, how to get the appropriate source and how to setup and use a debugging environment to investigate the problem?

There is this page:

https://wiki.eclipse.org/Mylyn/Contributor_Reference

It includes instructions for how to use Oomph to do the setup for you:

https://wiki.eclipse.org/Mylyn/Contributor_Reference#Setup_Using_Oomph

You could get a Gerrit access for your Eclipse account and will then be able to commit contributions to Gerrit for review:
