Is there any code out there supporting MQTT 3.1.1 for MQTTPacket that includes the serialize and deserialize functions?

I was using MQTTPacket (in C) from this git hub repo but I think it doesn't support the newest version of MQTT: https://github.com/eclipse/paho.mqtt.embedded-c/tree/master/MQTTPacket/src

I appreciate any help you can provide.
