Hi,

Is it correct that the current beta of the Arduino plugin cannot create
an Arduino project (Neon, Debian)?

The Neon Arduino C++ Plugin is still in development. It'll be ready by the end of next week with CDT 9.0.1. I'll have an updated Marketplace page by then too.
