I doubt you'll get this to work as I believe only WebKit on OS X can natively display PDFs.
I think the best you'll get for now is to synthesize your PDF as a big PNG and let the embedded browser resize it dynamically.

I understand what you want, but it cannot be achieved.
What you're showing is the 'Universal Intro', which has a fixed appearance and configuration and does not allow replacing the main content as you've shown. You'll need to implement your own intro. But you'll still be unable to embed a PDF. Why can't you use HTML? You can embed a browser (and in fact that's how the Universal Intro works).
