Each time I start Eclipse it runs in debug mode, even if there are no projects i n Project Explorer. I tried to find something about this problem on google but I failed.

This is a "feature". To avoid starting too many plugins, Eclipse avoids
loading plugins, that can be the case even for plugins that are used to
compute the enablement state of a button. In such a case, the button
will remain enabled and it's proper state is computed when you try to
push on it.
