so I'll ask again.

I see that Annex A of yhe SysML 1.4 spec says:

Each SysML diagram has a frame, with a contents area, a heading, and a Diagram Description (see Figure A.2).

and the Annex is referenced several times so it seems it is required.

Hi Steve,

Bug 354296 to get that added is even older, dating back to 2011... You could vote for it if you have free votes! (I'm never sure if these votes are actually taken into account, but I still keep doing it...).

FYI, There is also Bug 440082 to track the move to SysML 1.4.
