PDT 2.1.0M6 seems to be broken [message #95549]

I just downloaded the full packaged Eclipse PDT 2.1 M6. However, it seems
that this release contains some serious problems with validation engine.
PHP script is misunderstood as being a HTML page.

this was probably caused by a change in Web tools, Can you please create
an issue?

I fixed it in CVS HEAD.
