Generally an application/project would use Ant to assemble complex
builds like a WAR. However, it is possible that the Eclipse project WTP
(Web Tools Project) has such capability - check it out at
http://www.eclipse.org/webtools/

If WTP doesn't meet your needs, you can check out some third-party
extensions to Eclipse. I happen to like MyEclipse Enterprise Workbench
(http://www.myeclipseide.com/)

The WTP does do that, and it works fine.
