Can anyone help me make sense of it?

This error usually indicates that the Eclipse zip file was not unpacked
properly. Check the eclipse directory to see if there are features and
plugins directories, etc. Try unzipping it again, or redownloading the
zip if it is corrupted.

I used winzip and extracted the download file. It appears there are still
alot of sub-zip files. Is there an option on the extract that makes it
extract in more detail?

You have to unzip this with the original folder structure ... not only
all files in one folder...
You can set this option in winzip.
