Is it possible to enable some kind of file locking when two programmers are
using the same project on a network share? CVS does not seem an option
because we want to lock the file while it is being edited, much like
SourceSafe checkin/checkout. Any ideas?

I haven't used it, but as far as I know, you can do this in CVS using
watches.

But why would you want to do this???

There are plugins available for most Version control software that
allow one to checkin/out/lock files.
