But more important, Eric's suggestion isn't working. Even though the
internal browser has focus, the file in the editor on the top of the stack
is opened in another editor.

Ah, the difference between what you're doing and what I'm doing is that
you are not opening a browser Editor, you are opening a browser View.
The distinction is important because while Eclipse allows opening more
than one editor of the same type, it does not allow you to open more
than one View of the same type in the same perspective.
The browser Editor I show in the screencast is part of vanilla Eclipse
3.1 - if you have an HTML file it should be associated with that editor
by default (you can associate any file type your want with the browser
editor via preferences > General > Editors > File Associations). If an
HTML file does not open in that editor by default, try right-clicking on
the file and choosing Open with...
The browser Editor does allow browsing to arbitrary URLs.
