I used last integration from
http://download.eclipse.org/webtools/downloads/drops/I-I2005 0408-200504080534/wtp-sdk-I20050408.zip
and respective dependecies.

I expanded all the zip fies of wtp and its needed libraries, downloaded all
the libraries (did the wsdl jars changed from the m3 version?) and still
get a message saying that the wsdl (axis) files are missing.

This whole third-party jar download situation should be resolved in M4 (coming soon). Plugins
containing Apache Axis, wsil4j, uddi4j and wsdl4j will be included.

That should solve a multitude of problems.

Another idea might be to bundle Tomcat itself with the build -- just to
insure that the version that is used is compatible and QC'd with the
corresponding Eclipse build....
