Can p2.inf start bundle not included in feature? [message #894592]

We have a p2.inf file at the root of a feature that autostarts and sets the start level of a bundle included in the feature. Now we need to address an indirect dependency on another bundle. We've added it in the dependencies tab rather than the plugins tab, as seems appropriate. Can the p2.inf file in this feature though autostart it and set its start level? I.e. can p2.inf autostart a bundle that's a dependency of the feature and not actually included with the feature?
