You have to set the output filename. Something like this:

// Set up options for PDF output.
HTMLRenderOption options = new HTMLRenderOption( );
options.setOutputFormat( HTMLRenderOption.OUTPUT_FORMAT_PDF );
String outputFileName = "C:\\MyReport.pdf";
options.setOutputFileName(outputFileName);
