Robert, make you've installed the Eclipse SDK, not just the runtime +
JDT. This error occurs because you do not have PDE installed.

Please try installing VE 1.1, GEF 3.1 and EMF 2.1. If you continue to
get errors, please post the contents of your workspace's .metadata/.log
file to the newsgroup.
