creates. I'm getting a popup message that says "An error has occurred.

I hope this is what you searched for:

you have to create an folder named "logs" in the
plugins\org.eclipse.birt.report.viewer_1.0.1\birt\
directory of your Eclipse-installation.
Everytime you start your Birt-report a new file will be added in this
folder.

There is also a log file that Eclipse writes to. It's in the
workspace/metadata directory and the name is .log. If you have problems
before you try to preview reports, then this file can help.
