Sorry.. I spoke too soon. It's just a struts config file manager.
(It's up to date and seems very easy to use, but no JSP support)

With Eclipse 2.1 I used EasyStruts, an excellent Struts plug-in, but I'm
unsure whether it works with Eclipse 3.0, and it's apparently undergoing
some serious refactoring at the moment.

I just tried easystruts a little bit. But I think it's quite buggy.

Try:
http://amateras.sourceforge.jp/cgi-bin/fswiki_en/wiki.cgi?pa ge=StrutsIDE

It's a quite new plugin, but very fast developing. New version about every 2-3 weeks.
There is also a JSF plugin.
