check in eclipse.platform, I just posted about this with a title
"webtools project status ?".. hopefully my inquiry will elicit some sort
of meaningful response, since it's apparent that no one with any
authority reads this newsgroup.

The problem was that the project was announced too soon, before there was a
team and some code, or even a plan. Obviously there's a lot of interest in
the project, and when the details are worked out the project will likely be
relaunched. Until then, there are plenty of Web related plug-ins to try out
and contribute to.
