There is an eclipse subproject "Web Tools Platform" under
http://www.eclipse.org/webtools/index.html. Milestone 5 is targeted on
friday and is based on the eclipse 3.1 release candidates.

You may want to have a look at
http://www.eclipse.org/org/june05release/projects.html where you can find
some tutorial videos, e.g.
http://www.eclipse.org/org/june05release/screencasts/6-webto olsBuildingWebApp/webtoolsBuildingWebApp.html.

And there is the group eclipse.webtools
