I'm trying to change the footer on the master page but it will not let me add anything or take anything out. It seems as though its locked. any help would be appreciated.

Is the footer linked to a library? Can you post it?

My guess is the master page is coming from the library. You could
always use the outline view and locate the master page icon and right
click and insert a new master page. Then in the general properties
editor for tables, charts etc, select the Page Break tab and set the
master page to the new one.
