That sounds like this bug:

247912: Server error: unsupported content-encoding of '' found when
compression is enabled
https://bugs.eclipse.org/bugs/show_bug.cgi?id=247912

Please try to disable compression on the task repository properties page or
update your JIRA server to the latest version.

disable compression did it. JIRA 3.12.3-#302
