Hello,

there is only "rebuild" item in the menu, sometimes,it is useful to check
the source code syntax for individual source code file.
I understand, when a new updated source code is saved, the syntax is
checked,
I am wondering if it is possible to add an menu item, like compile or some
other, when it is necessary, suppose develop a new plugin tool for some
other languang than C/C++ and Java.

Turn auto-build off (Window->Preferences->Workbench->Perform build
automatically...) and you will be able to build only when you want.

Actually the editor, as you are typing, checks the syntax. So there is
no need to have a special build action. It will compile when saved and
tell you syntax errors while editing.
