CXF Library Warning [message #637606]

When working in the Helios version of Eclipse to build web service projects there are times when my project is flagged with the following warning:

Classpath entry C:/Program Files/apache-cxf-2.2.10/lib/cxf-2.2.10.jar will not be exported or published. Runtime ClassNotFoundExceptions may result. SimpleCXFWebServiceForTomcat P/SimpleCXFWebServiceForTomcat
Classpath Dependency Validator Message

Other times I am able to create a project and this warning is not given.

It occurs as soon as I add the CXF library jar to the projects build path.

I am usually able to build a WSDL (although on one occasion I was not) but I get exceptions thrown when starting a server (either Tomcat or JBoss) when the warning is present.

Can someone explain what this warning is, why I'm getting it and how to prevent getting it?
