In eclipse galileo and helios
Window-->Customize Perspective:
In the 'Command Groups Avialability' tab, I unchecked the 'Resource
Navigation' and press OK button.

And then use 'Ctrl+Shift+R', the Open Resource dialog will still apear...

This is because the Platform registers a default handler for the
command. You can only disable this by removing the corresponding key
binding from the command either via 'plugin.xml' or 'Keys' preference page.
