IInstallableUnits contained in a Profile do not seem to carry over IRequiredCapabilities [message #516680]

I have noticed that recently, I can no longer query a Profile for a feature IU, and then take that feature IU and get its required capabilties (i.e. the list of IU plugins that makes up this IU feature). Anyone know why this is, and how I can get a list of plugins without parsing the feature.xml manually?

Collection requisites = parents[p].getRequiredCapabilities();

Note, IU's that I find in say a remote repository don't seem to have this problem - I can still see the RequiredCapabilties for them.
