 1 - create a new logic diagram with full adder as sample,
 2 - delete everything except a single 'circuit',
 3 - delete everything inside that circuit,
 4 - double-click title bar of editor to maximize the editor,
 5 - resize the remaining circuit to cover the graphical editor area,
 6 - try to move it
 
 there are times (say 10%) it moves quickly, but mostly it's sluggish...
