Is there a tool available for RCP development which has UI widgets that can be created by drag-drop just like it is done in Visual Basic.

Yes take a look at the visual editor project:

Can Visual Editor be used in Plugin-Project. Please let me know.

The examples available in the documents only used it for Java Project

I don't know I don't like Visual Designer. Please ask VE question on the
eclipse.tools.ve-newsgroup.

I`m using VE in development of RCP app. But, as I understand, you would
like to build the whole RCP application in this DnD style. VE supports
creation of Views and Editors, thats all. VE also supports FormsToolkit.

Actually it is a very interesting idea to build WHOLE GUI of RCP app in
DnD style, but due to plug-in based architecture it`s a bit problematic.

P.S.
But I think such project will succeed if it will be created.
