How to add Customize Perspective menu and popup menu to custimize tool bar like Eclipse? [message #449867]

I want to add the popupmenu for the coolbar and menu item under Window ->
Customize Perspective like Eclipse to customize the toolbar (add/remove the
button from coolbar). Any body have clue how to do it? Is the menu item in
Eclipse usable?
