How should we create Actions?

do we extend Action class or implement IViewActionDelegate interface?
Whats basically the difference between them?

I found some examples using one or the other but didn't got the
difference. may be some of them might be old.

I tried by extending the Action class. But when I am trying to retrieve
the selected object by the code
window.getSelectionService().getSelection(), it returns NULL so am not
able to perform any operation.
