By "emx" you mean Rational Software Architect/Modeler files?

It's all the same API. The contents of these files are just the same UML
model that you access using the UML API. Annotations (that store diagrams)
are accessed using the Ecore API from EMF (EAnnotation), and the diagrams
are accessed using GMF's Notation model API.
