After creating the cascaded parameter in the library, publish it to the
resource folder. Then create the new report, and open the library view.
It is best to move the library view to the same pane as the outline
view . This will allow you to drag the parameter from the library view
to the Data Explorer view where parameters for the new report are created.

I managed to do it without the publish operation, I just moved the panel and
dragged from the library to the data explorer
