Eclipse flags error on html file, but htmltidy does not [message #318483]

Eclipse User

On an html file, Eclipse gives this error:
White spaces are required between publicId and systemId
But if I 'run' htmltidy on it, it says no warnings or errors found.

Can anyone tell me what the problem is?
