I am having problems with 3.1.2 and 3.2M5a, but the same procedure works  
with 3.1.0. 
 
Procedure: 
 
Software Updates->Find and Install->Search for new features to  
install->Select "Eclipse.org update site"->Unselect "Ignore features not  
applicable to this environment"->Finish

Result with 3.1.2 Build M20060118-1600 on Windows XP: 
 
After Finish, Update Site Mirrors dialog appears.  Select Eclipse.org  
update site.  After ok,  Updates dialog appears.  It is blank.  After  
deselecting "Show the latest version of a feature only", you can see  
Eclipse 3.1.1 and Eclipse 3.1.2.  Both have the following two items: 
 
	Eclipse FTP and WebDAV Support 3.1.0 
	Eclipse SDK Examples 3.1.1 
 
Exactly the same if I choose ibiblio mirror. 
 
This list does not seem complete.  I am trying to find GEF 3.1.1.

Result with 3.2.0M5a  Build I20060223-1656 on Windows XP: 
 
A dialog pops up with message "No features found on the selected  
site(s).  Choose a different site or site category." 
 
This does not seem right.

Result with 3.1.0 Build I20050627-1435: 
 
I get a full list of features.  Including GEF 3.1.1 that I am trying to get. 
 
This is correct, so I'm not thinking it is a connection or setup problem.

This seems especially bad since the 3.1.2 version is the one you  
download from the main download page: 
 
http://www.eclipse.org/downloads/ 
 
At the moment, this likely a person's first exposure to eclipse.
