is there a special need, to use the internal plugin ?
there are several tomcat plugins for managing this issue,
for example the sysdeo plugin:
http://www.sysdeo.com/eclipse/tomcatplugin

Plugin org.eclipse.help.base defines an extension point "webapp" and
org.eclipse.help.webapp provides the web application for help. For your
web application create an extension of this extension point, too.
